allowance than his first senior officer

I may add that

this was the germ of the scheme adopted

in the Home Civil Service for the

payment of a "cost of living" bonus

prior to the recent consolidation of

salaries. I enclose a table showing,

for Administrative, Medical and Legal

officers, the effect of granting a

residential allowance of 10% of the

first £400, 5% of the next £400, and

21% of the next £400; no allowance would

be payable on any part of salary in

excess of £1,200, and an officer in

receipt of a salary of £1,300 or more

would get no allowance at all. I should

wish you to consider whether it might

not be desirable to adopt a scheme on this

basis
